China's new food safety standard, GB 4806.16-2025 "Food Contact Silicone Rubber Materials and Articles," will take mandatory effect on September 2, 2026, representing a paradigm shift for fluorosilicone rubber used in food-contact applications.

For the first time, fluorosilicone rubber is classified under a dedicated regulatory category rather than being grouped with general elastomers. The standard introduces three major upgrades: precise material classification, stricter safety limits (including extended test durations for potassium permanganate consumption and heavy metals with detailed migration limits for eight metals), and scientific testing harmonization.

The most consequential change is the new volatile organic compounds (VOCs) limit, set at a maximum of 0.5% total VOCs, with separate limits for benzene, toluene, and other specific volatiles. This targets a traditional pain point: under high-temperature food-contact conditions, conventional fluorosilicone rubber products may release residual monomers and low-molecular-weight cyclics that could migrate into food.

Industry data suggests approximately 30% of low-end products currently on the market will fail to meet the new VOC requirements, setting the stage for significant market consolidation.

Compliant manufacturers are pursuing three remediation strategies: formulation optimization to reduce vulcanization by-products; post-treatment processes such as vacuum post-curing to remove residual volatiles; and enhanced raw material traceability to ensure all inputs meet the standard's polymer and additive restrictions, which explicitly prohibit phthalate plasticizers and restrict heavy metal stabilizers.

While challenging for underperforming producers, the standard creates opportunities for quality-focused suppliers. Alignment with international food-contact requirements also enhances export competitiveness to EU and North American markets. September 2, 2026, will mark both a deadline and a new beginning for China's food-grade fluorosilicone rubber industry.
