Policy-driven green transformation: The silicone oil additive industry accelerates compliance upgrades 

1.The tightening of policies forces industries to evolve, and environmentally friendly products become the mainstream in the market.
Under the dual influence of the global "carbon neutrality" strategy and green trade barriers, the silicone oil additive industry is undergoing a deep compliance reconfiguration. It is reported that by the end of 2024, the domestic production capacity of environmentally friendly organic silicone oil only accounted for 32% of the total production capacity. The EU REACH regulations have classified D4/D5 as a highly regulated substance and require the content in exported products to be no more than 0.1%. Coupled with the mandatory implementation of relevant industry standards, the number of product batches that were returned due to non-compliance with additives increased by 67% in 2024. Domestic policies are also taking effect simultaneously. The "Textile Dyeing and Finishing Industry Water Pollutant Discharge Standards" clearly stipulates that from 2025, new projects must adopt environmentally friendly products with low VOCs and high biodegradability, promoting the industry to accelerate its transition to solvent-free and water-based technologies. 

2. Tax and finance incentives boost enthusiasm for research and innovation
Green transformation cannot be achieved without the dual support of policies and funds. The "Green Industry Guidance Catalogue (2023 Edition)" has included bio-based silicone oil additives as an encouraged project. The proportion of research and development expenses for additional deductions has been raised to 150%, effectively reducing the innovation costs for enterprises. Industry insiders stated that the current research focus in the industry is concentrated on the substitution of bio-based silicon sources and the optimization of solvent-free polymerization processes. Products using glycerol or rice husk ash as silicon sources have a 62% reduction in their carbon footprint throughout the entire life cycle compared to the petroleum-based route. The enzyme catalytic method can reduce energy consumption by more than 30%, making it a key direction for breakthroughs in green technology. 

3. Industry concentration increases, small and medium-sized enterprises accelerate exit
The rise in compliance thresholds is reshaping the industry competition landscape. It is reported that a new type of environmentally friendly silicone oil product requires an average investment of 150-220 million yuan and a duration of more than 11 months for dual-system compliance registration both domestically and internationally. This high threshold has deterred many small and medium-sized enterprises. Data shows that the industry's CR5 concentration has increased from 28% in 2021 to 58% in 2024. Some small and medium-sized enterprises have gradually withdrawn from the market due to insufficient technical reserves and high testing costs, and industry resources are acceleratingly gathering towards enterprises with compliance capabilities and technical advantages. 

4. Intelligent manufacturing empowers, achieving remarkable cost reduction and efficiency improvement
While undergoing green transformation, intelligent manufacturing has become another key factor for industry breakthroughs. The industrial internet platform, through technologies such as online spectroscopy monitoring and digital twins, enables closed-loop control of the entire process of silicone oil production, increasing the batch qualification rate from 89.3% to 96.7% and reducing unit energy consumption by 12.4%. Empirical data shows that enterprises that have deployed related intelligent systems have, on average, reduced waste rates by 42%, significantly decreased unplanned shutdowns, improved product stability, and further reduced the overall cost of green production, laying the foundation for the large-scale promotion of environmentally friendly products.
