1. International compliance tightening - Enterprises face challenges from EU
Since 2026, the global phenyl silicone oil industry has faced stricter international compliance requirements. According to the EU REACH regulations, starting from June 6th, the concentration of D4 and D5 cyclic siloxanes in products to be placed on the market must be less than 0.1%. Domestic export enterprises have actively responded by optimizing product structures through phenyl, vinyl, etc. modification technologies, breaking away from the reliance on cyclic structures, and strengthening product testing to ensure compliance with EU standards. In addition, the Ministry of Ecology and Environment announced that starting from July 1, 2026, HCFCs will be prohibited as cleaning agents, further promoting the optimization of compliance processes in the production.
2. Domestic compliance upgrade - Drives green transformation of processes
At the domestic level, environmental protection and safety compliance requirements continue to tighten. The "List of Key Controlled New Pollutants (2024 Edition)" includes some phenyl-containing organic silicon by-products in the priority control list, requiring enterprises to complete process substitution or end-of-pipe deep treatment by 2026. Currently, 78 phenyl silicone oil production enterprises across the country have completed the upgrading of VOCs treatment facilities, and 63.2% of the enterprises adopt RTO or RCO catalytic combustion technologies. The average phenolic compound emission concentration has dropped to 8.7mg/m³, far below the national standard limit, and the green production level has continued to improve.
3. Strengthened safety control - Builds a production and operation defense line
In the field of safety management, relevant departments have classified the phenyl chlorosilane hydrolysis condensation reaction in phenyl silicone oil production as a medium-high-risk unit and require enterprises to conduct HAZOP and LOPA analyses and configure online monitoring systems. The industry is accelerating the elimination of outdated equipment such as open stirred tanks and promoting fully enclosed continuous production lines to achieve intrinsic safety in the reaction process. At the same time, enterprises strengthen employee safety training, improve emergency response plans, and promote a continuous decline in industry accident rates, building a production and operation safety defense line.
4. Compliance empowerment for exports - Enhances global market competitiveness
Facing the compliance wave at home and abroad, industry enterprises take compliance as an opportunity to promote product upgrades and process optimizations, not only meeting domestic environmental protection and safety requirements, but also enhancing the core competitiveness of export products. In 2025, the domestic export volume of phenyl silicone oil increased by 16.8%, and the proportion of high-end products meeting EU compliance standards increased to 45%. At the same time, enterprises actively participate in international standard formulation, promoting domestic technical standards to align with international standards, and gradually enhancing China's phenyl silicone oil's voice in the global high-end market, laying a compliance foundation for the industry's global development.
