State-Level Industrial Policy Upgrade Positions Fluorosilicone Rubber as a Strategically Encouraged Material


China's National Development and Reform Commission and Ministry of Commerce jointly released the 2025 Foreign Investment Catalogue, which took effect on February 1, 2026. For the first time, "specialty fluororubber, silicone rubber, and fluorosilicone rubber" are explicitly listed as encouraged sectors for foreign investment.

The revised catalogue contains 1,679 total entries, a net increase of 205 from the 2022 version. The inclusion of fluorosilicone rubber—a material critical for aerospace sealing, automotive fuel systems, and semiconductor manufacturing—sends a strong policy signal.

Analysts interpret this move as recognition that fluorosilicone rubber has reached "strategic material" status. The policy is designed to accelerate technology diffusion through foreign participation while maintaining high technical barriers, as the catalogue specifically targets "specialty" grades rather than commodity products.

The policy is expected to generate three major outcomes: technology spillover from foreign players to domestic manufacturers; market consolidation that pressures low-end producers; and enhanced global market access for compliant Chinese products through alignment with international standards.

With this policy tailwind, the fluorosilicone rubber industry is poised for a watershed year, transitioning from import dependence toward self-sufficiency over the next 3-5 years.
