Global regulations for cosmetic raw materials are becoming increasingly strict. New environmental and safety control measures for silicone oil have been implemented one after another. At the same time, consumers' demands for green and safe cosmetic ingredients are continuously rising, forcing the silicone oil industry in the cosmetics sector to accelerate compliance upgrades and promoting the industry to develop in a more sustainable direction. 

1.New regulations at home and abroad have been implemented, intensifying the control over the use of silicone oil.
In China, the domestic cosmetics safety technical standards have undergone a new round of adjustment, incorporating silicone oil and other key raw materials into the key control category. The usage standards and safety limits for related product categories have been clearly defined, further regulating the usage behavior of the industry. At the international level, the EU REACH regulation has been continuously revised. For ring poly siloxane types of silicone oil such as D4, D5, and D6, strict content limits have been set. The concentration control of related silicone oil components in long-lasting cosmetics will be officially implemented in 2027, and the control requirements for cleansing products have also been gradually implemented. The compliance threshold for silicone oil in global cosmetics has been comprehensively enhanced. 

2. Focus on environmental risks and promote green transformation of raw materials
Some traditional components of silicone oil have potential issues such as environmental persistence and bioaccumulation, which have become the focus of regulatory attention. The industry has responded positively to environmental protection requirements, accelerating the elimination of high environmental-risk silicone oil categories and increasing the research and development efforts on degradable and low-environmental-impact silicone oil products. At the same time, the production end has fully implemented a green manufacturing system, optimizing production processes, reducing environmental loads during the production process, and practicing environmental protection concepts throughout the entire chain from raw material production to end application, thereby reducing the impact of silicone oil products on the environment. 

3. Upgrade in Consumption Perception: Safety of Ingredients Becomes Core Consideration
With the popularization of beauty knowledge, consumers' attention to cosmetic ingredients has significantly increased. Safety of ingredients, as well as being green and natural, have become the core criteria for purchasing. Over 60% of consumers, when choosing hair care and skin care products, will pay close attention to the ingredient list and have higher requirements for the safety and origin of silicone oil. As a result, market segments such as "gentle silicone oil" and "green modified silicone oil" have emerged, meeting consumers' demands for safety, low sensitivity, and environmental protection. The shift in consumption perception has become an important force driving the optimization and upgrading of the industry. 

4. The industry actively responds and builds a new ecological system for compliant development
In response to the dual demands of regulation and consumption, the cosmetics silicone oil industry has actively adjusted and established a complete raw material testing and compliance system. It strictly follows domestic and international control standards to ensure that the products meet safety and environmental protection requirements. At the same time, it increases the research and development of alternative technologies and innovative raw materials, explores the compounding schemes of natural oils, biological polymers, etc. with silicone oil, in order to retain the excellent performance of the products while reducing the proportion of traditional high-risk silicone oil, and promoting the industry to form a new ecological system of compliance, innovation and sustainability.
